West Virginia's Child Care and Development Fund Quality Infant/Toddler Targeted Fund:

FY: 2008: The Federal CCDF Quality Infant and Toddler Targeted Funds allocation is $652,740.

FY: 2006: The Federal CCDF Infant and Toddler Targeted Funds allocation was $670,312.

According to the 2007-2009 CCDF State Plans, the funds are used in the following ways ways to enhance the West Virginia infant and toddler child care system (additional funds may be used to support these activities):

  • Support of the Infant and Toddler Professional Development Program which has been redesigned, including a restructuring of stipends associated with the training program.
  • Continued support of the Infant/Toddler Specialists.
  • Continued support of efforts to develop and implement a system of opportunity for quality improvement through the use of ITERS/FDCRS.
  • Continued support of resources and materials for CCR&Rs to distribute to participants of Infant and Toddler Professional Development Program, and loan to infant/toddler care providers through the Traveling Resources and Information Library System (TRAILS).
  • Continued support of the Creative Curriculum for Infants and Toddlers® Training.
  • Continued support of the Infant/Toddler Earmark Activities Coordinator, a new state-level position.
  • Training of Trainer Modules: Component consists of a 32-hour Training of Trainer Modules, which is required for all Infant/Toddler Specialists.
  • Administrator Modules: A two-day training event for administrators.
  • Caregivers' Modules: A 50 hour training program includes 4 hours of classroom instruction visits are completed at the mid-point and end of the training to ensure objects are being met. In addition, caregivers develop a professional portfolio that highlights learning, goals met and other professional achievements.
  • Performance Measurement Module: The Performance Measurement Module is the final program component which includes the tracking system.
  • Infant/Toddler Quality Improvement Project (ITQUIP): These providers will participate in a 12-month quality improvement plan that will include: conducting pre-and post-ITERS-R or FCCERS-R, developing a plan of action based on appropriate scale, providing a minimum of one technical assistance visit per month, assessing progress of action plans, providing needed information, redirection, links to additional training and resources.
