- Quality Rating Systems Design Elements for Infants and Toddlers (2009)
This document offers suggestions for the inclusion of quality indicators for infants and toddlers within Quality Rating Systems (QRS). Quality Rating Systems are being implemented in States, Tribes, and Territories to establish a means to both define and promote quality in child care settings. These rating systems include five common elements: 1) standards, 2) accountability measures, 3) program and practitioner outreach and support, 4) financial incentives, and 5) parent/consumer education. They are program-wide in scope and apply to the care of all children.

This White Paper summarizes key discussion points and recommendations that emerged from the May 2008 QRIS Issues Meeting on including infants and toddlers in QRIS. The Child Care Bureau convened this meeting through the National Infant & Toddler Child Care Initiative to explore key issues in implementing QRIS activities that include infants and toddlers. Discussion focused on including infant/toddler standards in QRIS for professional development, parent and family involvement, learning environment and curriculum, and administrative program policies.

The National Infant & Toddler Child Care Initiative @ ZERO TO THREE, a project of the Child Care Bureau, convened an Issues Meeting in May 2008 to identify key issues to consider when developing Quality Rating and Improvement Systems (QRIS) that are inclusive of infants and toddlers. This webinar outlined the discussion and recommendations from participants at the Issues Meeting. Two Child Care and Development Fund (CCDF) administrators shared their perspectives on implications for their states’ QRIS.

Audio Conference Calls
- Focusing on the Unique Needs of Infants and Toddlers within the QRS (7/19/07)
This audio conference call was a 90-minute panel discussion with Peter Mangione, WestEd PITC, Jerlean Daniel, NAEYC, and Tammy Mann, ZERO TO THREE, facilitated by Sandy Peterson, ZERO TO THREE. It provided an in-depth discussion of and insight into the challenges of fully realizing quality care that meets the unique needs of infants and toddlers. The primary objectives were to create awareness of 1) the importance of quality in infant/toddler systems of care; 2) quality indicators that can be included in State/Territory Quality Rating Systems; and 3) incorporating the elements of high quality for infants and toddlers into early learning guidelines, program standards, and other quality standards. (July 2007)
