Early Learning Guidelines Resources

In 2002, the President’s Good Start, Grow Smart early learning initiative (GSGS) asked States to develop voluntary guidelines on literacy, language, pre-reading skills, and numeracy activities for children ages 3 to 5 that align with State K-12 standards. In the last several years, nearly every State has developed voluntary early learning guidelines (ELGs) for preschool children. Recognizing the value of a standards based approach to early care and education for all children, several States and Territories have begun to develop ELGs for children birth to three.

  • Infant/Toddler Early Learning Guidelines (2007)

    The purpose of this document is assist States, Territories, and Tribes working to improve the quality of infant/toddler child care. In response to the 2002 Good Start, Grow Smart initiative, States have developed guidelines for 3-5 year olds that align with K-12 standards. Some states used this momentum to establish early learning guidelines for infants and toddlers. This document is an overview of existing infant/toddler early learning guidelines (ELGs), intended as a resource for States and Territories as they develop and revise their ELGs for infants and toddlers.

    This report proposes recommendations for States as they develop or revise guidelines focused on the unique and foundational nature of the infant/toddler period. The recommendations were developed by a committee of national leaders convened by ZERO TO THREE through the generous support of the Buffet Early Childhood Fund.

    The webinar focuses on creating, revising, and implementing Early Learning Guidelines for infants and toddlers. This webinar features the findings of two new reports: ZERO TO THREE’s Early Learning Guidelines for Infants and Toddlers: Recommendations to States, and a report by Catherine Scott-Little and others, Inside the Content of Infant-Toddler Early Learning Guidelines.

    Early Learning Guidelines describe what babies and toddlers should know and be able to do. They have the potential to advance the field by influencing how teachers and other caregivers support and interact with young children at a time of unprecedented brain development. Currently over 20 states have such guidelines for infants and toddlers, and others are developing them.
